Frank Kahoun, MS, has over 20 years of experience as an environmental professional with an emphasis on permit compliance and construction management. Frank is responsible for the management of Quest’s Broward County office, and delivering our services to South Florida clients. His expertise includes: documentation associated with PD&E studies (including Wetland Evaluation Reports, Endangered Species Biological Assessments, Contamination Screening Reports, and Essential Fish Habitat determinations), benthic surveys, environmental resource permitting, habitat assessments, wetland delineations, threatened and endangered species surveys, mitigation construction oversight, mitigation site design, environmental compliance monitoring and reporting, tree and landscape grades and standards, inspection and surveys, and post disaster remediation consulting.
Frank recently completed his role as the Lead Environmental Scientist for the Tamiami Trail Modifications: Next Steps Project, which includes 2.3 miles of bridging, 0.9 mile of roadway transitions, and over 18 acres of wetland restoration within Everglades National Park. This high-profile project is part of a larger, multi-agency Everglades restoration effort known as the Modified Water Deliveries Project, a joint undertaking of the USACE the Department of the Interior (DOI), the NPS, and FDOT. The purpose of the larger project is to enhance and restore the ecological values and natural hydrologic conditions in the southern Everglades.
